Alderman Freda Donnelly

Working Group Co Chair - Member of Armagh City, Banbridge and Craigavon

Ald Donnelly was elected to the Armagh City, Banbridge and Craigavon Borough Council in May 2014, she represents the council on the Leisure and Community Services committee, the Environmental Services Committee, the Strategy and Community Planning Committee and is Vice Chair of the councils Governance, Policy and Resource Committee.

Councillor Cathal Mallaghan

Working Group Co Chair - Member of Mid Ulster District Council

Cllr Mallaghan was elected to Mid Ulster District Council in May 2014 having previously served on Cookstown District Council.  He was Presiding Chair during the transition year and is a Member of the Planning and the Audit Committee.

Purpose

The purpose of the working group is to build member capacity on economic, investment and EU issues. Disseminating knowledge and a menu of investment throughout the Councils. Supporting elected members and officers to influence policy, plan and deliver investment in specific sectors and in respective councils and communicating the role of elected members on key European bodies.   • To stimulate local-level skills, growth and jobs delivered through new financial instruments, plus national, EU and transnational platforms such as EU / Department for Economy’s Growth & Jobs Fund.
  • To develop co-ordination, guidance and operational synergies where appropriate in regard to Brexit, European Entrepreneurial Region, post Brexit, transnational opportunities.
  • To enable specific key policies for councils on matters including (but not only) Broadband, Rural Development, Social Economy.
  • Democratic Scrutiny of:
    • Monitoring Committees
    • NI Economic / Industrial Strategies and councils input into same
    • Local Government representation in and benefits from UK / Ireland level, European Union, Commonwealth Local Government and related structures. 
  • Building member capacity and direction on above issues
  • Disseminating knowledge and a menu of investment / opportunities throughout the Councils
  • Supporting elected members and officers to influence policy, plan and deliver investment in specific sectors and in respective councils, e.g. improving and locally tailoring the start up and business support programmes
  • Communicating role of elected members on key European bodies e.g. CoR, Congress, UK LG Forum, Monitoring Committees and the Managing Authorities in NI. 

Strategic Partners: Colleges NI, EER, Dept for Economy / INVEST NI, Enterprise NI, FSB, Ulster Farmers’ Union and  Fisheries Bodies.

Key Ministers: Economy, Infrastructure, Education and International Relations. 

Linked Bodies: The Executive Office, SOLACE, LED Forum (to be reformed), CoR, Congress, Invest NI, DfE, DEd, SEUPB, Whitehall / Westminster, UK Forum (LGA, COSLA and WLGA), AILG, US Consul, Microsoft Ireland, Ofcom and Strategic Investment Board.
