Working Group Chair - Member of Lisburn & Castlereagh City Council

Alderman Jim Dillon has been an Ulster Unionist member of Lisburn City Council since 1977 and served as Mayor from 2000 to 2002.  He was elected to Lisburn and Castlereagh City Council in May 2014 with the council assuming full powers including planning on 1st April 2015. He represents Lisburn and Castlereagh City Council on the Northern Ireland Local Government Association (NILGA), he is party alternate office bearer, chair of the NILGA planning & regeneration working group and is a member of the NILGA Executive Committee.

The purpose of this working group is to support members and officers to influence the development of policy and legislation on planning and regeneration, and to build member capacity on these areas of work. The group and associated networks act as a regional mechanism for sharing good practice, knowledge and information between councils, and deliver capacity building events and resource materials on relevant issues.   1. Lobbying for the necessary (and still outstanding) legislation, guidance and support for councils in relation to planning and regeneration e.g. Regeneration Bill, SPPS, continued concern re transfer of functions funding.
  2. Democratic Scrutiny of: Departmental and partner organisation input into the design delivery and resourcing of new planning and regeneration functions.
  3. Monitoring the progress of the relationship between DfI and councils on planning, e.g. on the Planning Portal, and performance improvement
  4. Monitoring the progress of the relationship between DfC and councils on regeneration.
  • Monitoring ongoing member capacity building requirements
  • Design and provision of necessary regional member development event
  • Assisting in the wider work on the new elected member role and code of conduct
  • Continued lobbying on planning and regeneration issues and
  • Development of a partnership role for local government within an integrated government approach
